Alabama does not require a creditor to register, file a notification or obtain a license to collect debts in its own name that the creditor originated or acquired before default.

Alabama's Department of Revenue requires a "collection agency" to pay a license tax. Ala. Code § 40-12-80. However, the term "collection agency" does not include any person who is excluded from the definition of the term "debt collector" under the federal Fair Debt Collection Practices Act, 15 USC §§ 1692 et seq. ("FDCPA"). Ala. Code § 40-12-80. The term "debt collector" under the FDCPA does not include any person collecting or attempting to collect any debt owed or due or asserted to be owed or due another to the extent that such activity concerns a debt which was originated by a person or acquired before default. 15 USC § 1692a(6)(F)(ii), (iii).
