The New York City Department of Consumer and Worker Protection has published a notice of proposed revisions to its debt collection rule (the "SHIELD Rule"). The proposed revisions reflect the extension of the effective date of the rule from September 1, 2026, to January 1, 2027. The proposed revisions make no other substantive changes to the SHIELD Rule. A public hearing regarding the proposal will be held on September 17, 2026. Comments on the proposed revisions may be provided to the DCWP through that date. Information on how to submit a comment and/or testify at the public hearing may be found in the notice detailing the proposed revisions.
